Rowe was born in 2356 in the suburbs of Oxford, England, just outside London. His parents, Lisa and Gordon Rowe both worked for Federation Scientific Research Centre in London. As a result Lee was brought up in quite an affluent area and attended one of the best schools in Continental Europe. Whilst at school Lee went on several expeditions to the Scottish Highlands and the French Alps and developed a fondness for mountaineering and related adventure sports, hobbies which he continues to date.

At the age of 18, Lee was torn between going to Starfleet Academy or to University to study for a medical degree, as he had decided to become a doctor. Due to the possibility of gaining the degree whilst in Starfleet Lee chose the Academy. He was away in San Francisco performing his entrance examinations when he was taken out of class by an Academy Lieutenant to be informed that an accident had occurred in the research labs just outside London. There had been a catastrophic explosion which destroyed an entire wing of the lab, tragically Lisa Rowe did not survive the explosion.

Lee returned home immediately and found his father at home devastated. He had narrowly escaped the explosion after being called to another part of the research centre, and had told Lisa to remain and continue with the experiment in his absence. Gordon, therefore, blamed himself for his wife's death. Lee and his father were visited that afternoon by a Starfleet counselor sent on behalf of the Academy. They worked with Lee and his father continuously to this day.

Due to the work of Starfleet Counselling and his dad's recovery from his grief, Lee immediately advised Starfleet he wished to change his career path to that of counselling and was enrolled into the Academy to remain there for the next 4 years.

In 2378 Lee graduated from the Academy with the rank of Ensign with his degree in Psychology. He went on to Starfleet Medical School for a further 3 years to study Trauma Counselling and Starship Crew Psychology. He gained his qualifications in 2381 and was assigned to the USS Galaxy as one of the Counselling team aboard.
 
Lee is an open and outgoing individual, who will ask questions and probe for deeper meanings in people's answers, a skill which he has been developed through his desire for the medical and counselling fields. He is an excellent listener, but does not often talk about his own life or experiences.
 
Lee speaks with a very English accent, which is quite distinguishable at times.
