The Federation Order is issued to those who have serve the Federation in an unselfish manner for a period of at least, but not less than one year and has no disciplinary issues on record. May be recommended by any member of Starfleet who holds the duties of Commanding officer, but required Federation Approval prior to issuance. Only 200 are issued throughout the Federation each year.

Members are part of a three-level hierarchy: member, companion, and officer of the Most Excellent Federation Order.
