The Federation Order of Merit is issued to those who have serve the Federation in an unselfish manner for a period of at least, but not less than one year and has no disciplinary issues on record. Does not hold quite the prestige as the Federation Order Commendation. May be recommended by any member of Starfleet who holds the duties of Commanding officer, but required Federation Approval prior to issuance. Only 1000 are issued throughout the Federation each year.
