THE BREEN TERRITORIES are the homeplace of the Breen, a race of cold-dwelling humanoids who allied with the Cardassian and Dominion forces during the Dominion War. First Federation Contact with the Breen occurred in the Badlands, and the Breen basically demanded to be left alone. The Federation, its hands full with the Cardassian-Bajoran situation, was glad to comply. In a move of treachery almost unequaled the Breen Polerion Ray-equipped battle fleet struck a monstrous blow to Earth, in the heart of the Federation during the war. After the war, the Breen Territories gave up their sovereignty to the Allies and allowed each ally to occupy a portion of their former holdings. Today, the Federation Sector of the Breen Occupied Territories is the 'place to be' for the Breen. It is unknown if remnants of their former political structure survive. By Allied law, the Breen are barred from weapon research and possession. it is rumoured that they continue to make Polarion Beam weapons in secret.

The Breen government was overthrown shortly before the Battle of Havras and is now lead by Aval Gor, former Thot of the Breen military.

As of the Battle of Havras in 2382 and subsequent release of the events to the public in May of the same year, the Breen have allied themselves with the T'Kith'Kin and Hydrans in open hostilities with the Federation.
