Xenonians are blue skinned humanoids that hail from the Xenonian Alliance planet Xenon Prime. There are several Xenonian colonies in neighboring star systems, each members of the Xenonian Alliance.

Though their biology is similar to other blue-skinned species, there are several differences. Xenonians have two small horns on the front of the scalp, and these are actually extensions of the telepathic centers in the brain, though their texture is akin to bone. All Xenonians have some telepathic ability, but many have extraordinary abilities, including telekinesis.

Xenonians are highly religious, and in fact, their official history is laced with references to their god Xand'a and his son, Xand'ar. Family is extremely important, and a popular phrase within Xenonian families is, "Good enough for a date, good enough for a mate." The actual Xenonian pronunciations are poetic, but you get the point. Xenonians marry once, for life, except in cases of untimely death, in which case it is acceptable for younger Xenonians to remarry. It is considered taboo to remarry in cases where children are already out of the home.

Xenon Prime coalesced into a single government over 1800 years ago, the year 606 ad according to Terran calendars. Wars, poverty, and disease were eradicated, and for one thousand years the economy increased, while the military played little to no role in life on the planet.

At the end of the thousand years, Xenon created the warp drive. With this device they were able to colonize the two other habitable planets in their system, and begin terraforming operations on two other planets and twelve moons. Today there are thirty billion Xenonians in the Xand'a system alone.
After attaining warp three, Xenon was able to push out to neighboring systems. They met the Man'de'har and helped them develop their warp program. In the Earth year 2095 they met the Klingons, who had conquered a primitive species with the use of one battle ship. The Xenonians destroyed the Klingon ship and liberated the Indiri, and helped them develop their technological base.

This was the beginning of the Xenon League, and the beginning of Klingon/Xenonian hostilities, which did not end until the beginning of the Dominion Wars in the late 2400s. They met the Romulans about a hundred years later, 2187, when they defended a race called the Yanderin from an attempt by the Romulans to take the outer planet of their system. The Yanderin joined the Xenon League within a few years.

It is important to note that the Xenonians have never lost a military encounter with either species, which only fuels the hatred on the parts of the Klingons and Romulans.

Xenon Prime is the fourth planet from the native sun, Xand'a, located in the Alpha Quadrant, near the borders of both the Klingon and Romulan Empires. It is nearly identical in size to Earth, however the majority of the planet is arctic in nature. The single continental landmass stretches from the North Polar region to the Southern Polar region, and extends three-quarters around the planet. The water to land ratio is nearly 35/65.

The major population centers are located around various "oasis" regions, where geothermal energy supports pockets of vegetation and animal life. Some of these regions are near inland seas, where snow and ice-melt have created rivers and canyons. Early Xenonians settled these areas, and the civilization has grown from there.

The equatorial regions are uninhabitable to blue Xenonians, having a tropical climate. There is a Xenonian sub-species that thrives there that call themselves Imnaain, and their skin tone is similar to humans, though they retain their Xenonian brothers' horns and basic physiology. Their population is estimated at roughly one billion, whereas the Xenonian population is closer to 8 billion.

Xenon Prime has three moons, the largest of which, Car'vela, is Minshara class itself, and has had a Xenonian colony for eight hundred years.

The circumference of Xenon at the equator is 43,256 kilometers.

The climate of Xenon is windy, with frequent blizzards and rain storms. The inland seas experience strong typhoons. Winter lasts for eight of fourteen months. The Xenonian day is 28 hours long, and the year is equivalent to fourteen Terran months.

Jasquian Wetlands: This is where the salty ocean water keeps the ice from forming on the land. This is a major population center, and was settled nearly 2500 years ago.
Dravian Expanse: Just north of the equatorial tropics, this is the oldest inhabited region on the planet.
Imnaain Tropics: Equatorial region where pink-skinned Xenonians dwell. The temperature at times exceeds 15 degrees Celsius.
Xendarus Sea: Largest inland sea. Fishing colonies became the norm for this region, and is now the center of agriculture on the planet.
Rem Leswen Ismara: Site where four rivers converge into one, leading into the Imnaain Tropics.
Yonic Mountains: South of the equator, they range from the southern polar region to just below the Blenish river. Bordered on one side by the Yonic Sea.
Yonic Sea: Two major population centers. They were settled by the sea faring folk that found their way into the sea by way of the Yonic river. Named for the leader of the colony.
Orten Bay: Oldest port on the ocean, where the largest natural bay on the western side of the continent was used. Large settlements have been here for two thousand years.
Jasquian Peninsula: Only large peninsula on the landmass. The Yurnaiv Gulf is nestled between this and the southern part of the landmass.
Yurnaiv Gulf: Largest natural gulf or bay on the planet. Few settlements here, due to the erratic weather from the ocean.

     
Government

For 1800 years, (roughly 2100 Terran equivalent), the Xenonians have had a unified government. For the first one thousand years of this, the society was ruled by a theocracy, where the leader was God to the people. What is more amazing, the Xenonians believe, and it has never been disproved, that it was the same ruler, Xand'ar, that reigned for the entire thousand years. At the end of Xand'ar reign, he set up a government controlled by the people, a Republic. Older men were appointed to the Presidio, or Senate, and the people elected representatives to the House of Xar. These two bodies represented the people in the government.

The leader is a man selected by the Presidio, chosen for his ability to run the government. He chooses his own advisors, though they have to go through a confirmation process by the full Legislative Branch of the government. There is a high court that tries cases that cannot be decided by lower courts.
With the formation of the Xenon League with the Man'de'har and the Indiri, the government has not changed, but it did get larger. The capitol is still on Xenon prime, and each planet and colony is represented the same way, Senators in the Presidio and representatives in the Xenon High Council. Each planetary government is set up in the same way, and separate "nations" on each planet have similar governments.

On Xenon, the government devolves down to the local level, where a Governor has charge over a "Region." Several Devans report to the Governor, and run smaller divisions of the regions.

An oddity in the Xenon Republic's government is, while representatives are elected and senators are appointed, there remains a Hereditary Emperor. Though he has no governmental power except to advise, his influence is great. More on this under History.

 
Military
The Xenonian military is called the High Guard. During the thousand years of peace and prosperity on Xenon Prime, they were directly responsible for the defense of Xand'ar, though there services were never actually needed. They are trained in several forms of fighting arts, as well as telepathic and telekinetic assault and defense.

Since the advent of space travel, the High Guard has expanded. No longer are all officers trained as Xand'ar Warriors, though those in command and in security positions are still well versed. The enlisted ranks have no formal training in Xand'ar arts at all, but are still very well trained. They are among the best engineers and tacticians in the known galaxy.

First generation Xenonian FTL ships were lightly armed and armored, with more emphasis placed on science and exploration, though this was highly debated by the High Council. After the first encounter with the Klingon Empire proved nearly disastrous for the ship sent to the Indiri system, the Council was persuaded to build some purely military ships to supplement the exploration fleet.

The High Guard fleet was absorbed into Starfleet in the years following their acceptance into the Federation. Roughly one-tenth of the fleet was kept back for personal defense, since a constant Starfleet presence is maintained around the worlds of the Xenonian Republic. The Hled'ran Shipyard facility in orbit of Xenon Prime, and Starbase Xenon I, are stations that were turned over to Starfleet, though the High Guard maintains liaison officers in each staff. Other stations turned over to Starfleet include one starbase in each system controlled by the Xenonian Republic, plus two training facilities for shuttle mechanics.

The Xenonian Military Academy has existed since the beginning of the Xenonian space race. After the Xenon League was formed, it became the central training center for all species in the League that joined the High Guard as an officer. It still trains High Guard officers, though it is now open to all species in the Federation, as the High Guard has shrunk considerably since Xenon was absorbed into the Federation. Admission is now granted on this structure: High Guard officers first, Starfleet Officers second. If there are any spots open after that, the Academy will accept merchant fleet officers that want extra training.

Enlisted training for engineers is given at three locations throughout the Xenon Republic. (This is the name taken by the Xenon League after fifty years of a despotic emperor taking control, then losing it to a resistance. This was the entity absorbed into Starfleet and the Federation.) Shipboard security training is done in two locations in the Xand'a system, and one location on the Man'de'har system planet Ven'de'maj. Medical officers complete their training at the Xenon III moon Trega medical training complex. High Guard nurses and combat medics also receive their training here. Enlisted tactical personnel receive security training, plus receive hands-on training on board their ships or stations. Yanderin system houses four pilot training centers, and fighter craft and shuttle craft construction facilities.

High Guard Military command is located on the Xenonian moon of Car'vela. It is an extensive complex, and houses the intelligence center as well as the Diplomatic Corps. At the height of the High Guard, this complex was home to over ten thousand personnel and civilians.

 
Philosophy

Thousands of years ago the Xenonians had several cultures, with several different gods. Doctrine tells of the Great War, in which the inhabitants of the Dravian expanse, by orders of their God, destroyed the temples and altars of other gods within their realm. It further tells of the conquest, and how the majority of the world submitted. This was the beginning of peace.

It was invaders from the Jasquian Wetlands that brought about chaos, and the final Xenonian wars. Great battles were fought, and the Dravians were finally victorious. This culminated in the Time of Xand'ar, when the great ruler brought about peace to the planet.

Every Xenonian is now a student of Xand'a and Xand'ar, though there are many that are more adamant about it than others. The most fiercely loyal citizens are called Xand'ar Warriors. They are loyal to Xenon above and beyond their loyalty to Starfleet or the Federation, and will defend Xenon to their deaths.

It was a band of Xand'ars that overthrew the League government in Standard year 2302. What followed was a corruption of Xand'ar's teachings, and an emperor that had supreme power. It was through the loyalty and perseverance of a loyalist group that brought about the Emperor's defeat.

Today most Xenonians still adhere to the moral and ceremonial laws that governed their ancestors. Though they are telepathic, they do not possess the inhibition against eating meat that most telepaths have. They consider themselves "enlightened" as most space faring cultures do, but reject the idea that enlightenment comes to all species in the same form. While Humans and Vulcans may be vegetarian for the most part, it is rare among Xenonians. Human "enlightenment" came without an emphasis on religion, but Xenonians consider their religion to be the source of their enlightenment.

     
Language

Xenonian, or locally Xenaonac, has been the primary language of the Xenonian species for over 1000 years. Before that, there were several languages, many of them having the same root. The Xenonian alphabet has 25 letters. The Language has several dialects, each with influences from the base languages of the peoples in the region where it is spoken.

Imnaain is an entirely different language, though after thousands of years of commerce and co-rule, it has similarities to the major planetary language.

Most Xenonians can speak several languages, including the standard ones from each member system in the Xenonian Republic.

     

Xenonians have blue skin, though the further from the equator their home is, the more of a purple hue sets in. A layer of fatty tissue lies beneath the outer skin to protect from extreme cold, though this detracts from their physique not in the least. They have internal heaters that are not entirely understood by off world physicians.

The circulatory system includes a 6 chambered heart, and 8 main arteries. There are three lungs, two of which can shut down if they are not needed. There is a single liver, one kidney-type organ, and several glands that produce an assortment of hormones.

The brain is three-lobed and has extensions into the cranial horns. Xenonians often have eidetic memories, and are considered among the most intelligent of galactic species.

There are two genders in the Xenonian species. Generally a male and female will bond for life at an early age, though sometimes either will postpone family obligations until a career is firmly set, or, in the case of some females, until the career is no longer active. Gestation of babies is 8 months long, and the mother and father have an immediate telepathic link to their child after only a few days of pregnancy. It is subtle, until the brain stem begins to fully develop. Horns do not begin to develop until puberty, and are generally only a five to six centimeters in height, though they have been measured up to 9 cm. They are generally more pronounced on males.

Like most species, the males are on average larger, taller, and more athletic, though the women are athletic themselves. Men and women do not compete in sports together, though they do serve in the military together.

Xenonians have above average hearing, but their sight is limited. The telepathic sense augments this limitation. A Xenonian can sense someone approaching, like a human can see in their periphery. It is not an issue of control, it is always there.

Xenonian telepathy is advanced. The average Xenonian can converse with another at almost a kilometer without straining, and can sense thoughts at around three kilometers if they know the "flavor" of the mind they are sensing. Trained telepathic warriors, like the Xand'ar, can influence the minds of non-telepaths, to the point where they may commit acts they would normally never even consider. This is why most Klingon ships to battle the Xenonians carried subjugated telepathic races to help defend, and why most Romulan and Klingon campaigns against the Xenonians failed. It was also a driving force behind the brief Klingon/Romulan alliance, where rare Romulan telepaths were trained as warriors to defeat Xenonians, and were carried on the stronger Klingon ships.

Xenonian metabolism is high, but a typical Xenonian can exist on just water for over two weeks, though the fatty tissue layer will deplete significantly.

Xenonians have only a few eye colors; black, purple, dark blue, and green. There are slight variations on these. They have varied hair color; silver, gray, yellow, and the rarest, deep red. The hair actually darkens as a Xenonian ages.

     
Biology

Xenonians are warm-blooded, with cobalt-based blood. Their six chambered hearts and three lungs give them extraordinary oxygen distribution, and enhanced athleticism compared to many cold-dwelling species. The average Xenonian will not reach 6 feet tall, though the record is 8'5". Xenonians have few diseases that still afflict them, with genome therapy widely available. Genetic engineering is not unheard of, but is only used to treat genetic aberrations and birth defects. Though the Eugenics wars dissuaded humans from developing their genetic engineering technologies, no such problem existed for Xenon.

Xenonians are genetically compatible with many humanoid species, including Humans, Bolians, Vulcans, and even Andorians, though with the latter it is only advisable with the shen and a Xenonian male, as other combinations have produced severe birth defects among the offspring.

     
Psychology

Xenonians are generally reserved and quiet, since among themselves they prefer to communicate by thought rather than voice. While quite stoic among strangers, they can become boisterous among friends and family. They are a passionate people, extremely devoted to their home world, even though many have never stepped a foot on it, being born on a colony world.

Xenonians will defend their family's life and honor to the death, unless some form of recompense is made for a transgression.

Xenonians are extremely intelligent, with roughly one-third of the population possessing an eidetic memory. This advantage often makes Xenonians seem over-confident and arrogant, though they just tell things as they are.

There are few things that, as a culture, Xenonians fear.

     
Society

Xenonian society is based heavily on their religion, which is monotheistic. There are moral and ceremonial laws that have been the basis for the society for thousands of years. The closest human society would be the Hebrew culture just after their entrance into Canaan.

With the advent of telepathy, which has only been widespread in the last 1800 years, crime has virtually vanished. There are many crimes, though, that are still punishable by death. Among them murder, rape, and sexual crimes against children. These are not tolerated among the Xenonians, and are speedily punished. (As a note, it was conceived at one time to try to rehabilitate these individuals, but the rehabilitation never took hold, and each offender, without fail, repeated their crimes. The government was toppled and the old punishments reinstated.)

Family is extremely important. Most families can trace their ancestry back at least thirty generations, some even farther.

Generally a male and female will bond for life, and the marriages are quite elaborate. Divorce is legal, though very uncommon. Remarriage after the death of a spouse is most common if there are small children to care for, or if no children have yet been conceived. It is taboo for older Xenonians to remarry if children are gone from the home. A Xenonian child has a formal presentation at the age of one week, where family and friends are invited to see the child for the first time. Up to then, it is only acceptable for the parents and older siblings to view the child.

School begins at the age of three, and can take many forms. It is the parent's responsibility to see that the child has a good education, though the materials and resources are available to all without charge. Primary schooling ends at fourteen, just three months shy of the "Age of Choosing."

Xenonians "Age of Choosing" is fifteen years old. It is at this point that a Xenonian male chooses his career. It is eighteen for females. The young man or woman will enter a trade school for apprenticeship, or directly apprentice under a master tradesman. Many choose higher education in the form of a university or military career. All schools are free to attend, though the educators are paid by the government.

The Xenonian death rituals are similar to those of other species around the quadrant. The death is a celebration of new life, of the passing of the spirit into the after life. There are as many present at a person's funeral as at his initial presentation.

     
Culture

Xenonian culture began in the Dravian expanse, where geothermal energy had created a pocket of habitable land. Shepherds and farmers were the first occupations.

Pioneers crossed great distances to colonize other areas of the planet, but eventually there were eleven main population centers, including the Imnaain Tropics, though it is unclear whether it was the Imnaains that bred the Xenonians, or vice versa. The cultures all had a common base, and because the different population centers tended towards different gods, the art, architecture, and entertainment. Once the government was united, along with the religion, what culture wasn't destroyed was integrated into what became the Xenonian culture.

The Xenonians are not known as the great artists of the galaxy, but they have some interesting styles nonetheless. Xenonian art is beautiful to Xenonians, but highly misunderstood by the rest of the galaxy. It is mostly inspired by their religion, and so a deep understanding of Xand'a's principles is usually helpful in understanding their art.

Their architecture is sound, though not overly artistic. In fact, except for the temple to Xand'a and the Palace of Xand'ar, most buildings are simply designed for comfort and functionality.

Clothing styles are always modest, never showing much skin above the knee or elbow, and never below the neckline. Xenonians are by nature a modest people when it comes to their appearance, which is an oddity among telepathic peoples. Colors are used frequently to highlight contrasts, but are never very showy.

     
History

Much of Xenon's history has been expounded on in previous sections. However, we will attempt to bring it all together here.

After Xand'a created the world, there were about a thousand years of simple nomadic existence for the early Xenonians. Several of these nomads eventually settled in the Dravian Expanse, and there arose the first great civilization. It is supposed that the rest of the nomads went south, perhaps eventually settling in the Imnaain Tropics, where they became a subspecies of Xenonian, with genetics somewhat different from the larger species.

Eventually, pioneers proceeded out from the Expanse and settled other regions around the northern hemisphere, and some even headed south. It was the First Great War that brought about the submission of most of the world to the Dravians. Several factions rebelled, however, and with the Jasquian invasion the world descended into near chaos. The Dravians eventually succeeded, and with war and diplomacy, the world eventually became calm.

When Xand'ar arrived, the world was at peace, though it had yet to completely heal from the Last Great War. Xand'ar helped to heal the planet, and brought about economic prosperity like never before. Poverty and disease were eradicated, and war was unknown. For one thousand years he reigned as regent on the planet.

As he was preparing to leave, he ordained the Xand'ar Warriors to carry on the defense of Xenon from outside forces. These warriors are still trained today.

Warp drive was invented, and the Xenonians began colonizing and exploring, first the Xand’a system, and then the galaxy. They met the Man’de’har, also just leaving their system, which was the closest system to Xand’a. When the Xenonians entered the Indiri system, they met the Klingons for the first time.

The Klingons had conquered the industrial species with a single warship, which had been left in orbit as an operating base. A space station, using the Indiri as slave labor, was being constructed in high orbit. The Xenonians liberated the Indiri and drove the Klingons from their space. A Xand’ar Warrior was instrumental in this, as the Klingon ship outgunned the Xenonian ship. This began the centuries-long conflict between these two powers.

The Xenonians created the Xenon League, with the Man’de’har and Indiri. After helping an ally, the Yanderin, fend off an invasion attempt by a previously unknown species, the Romulans, the Yanderin entered the League as well. The Romulans began hostile action against the Xenonians at that time.
Despite the Klingon and Romulan threats, the League continued to expand, including colonies from worlds within it, and eventually included the Lidrons. The Klingons and Romulans refused to recognize Xenon as a sovereign power, and therefore unable to claim territorial rights. Most of the outer regions of the League were in constant dispute.

After the brief Romulan/Klingon alliance, the Romulans signed a peace treaty with the League, ceasing hostilities with them. The Klingons became less of a problem after the Praxis explosion. In the Terran Year 2302, a rogue band of Xand’ar Warriors overthrew the government and declared the League dead. In its place they created the Xenonian Empire. The member planets were given one week to submit, or their planets would suffer.

Each planet submitted, thinking it was better to serve in the government as obedient servants than to be subjugated and not have a say in policy at all. It turned out that most policies were simply enacted without say-so from anyone.

Trevan Isar, a Commodore in the High Guard, became the liberator of all the member planets. He led assaults on Empire ships with older, outdated models from scrap yards and decommissioning stations. His connections helped him get newer weapons and engines, and eventually the entire Empire, including most Xenonian colonies, rebelled against the Emperor. The Crown Prince was even persuaded to join the rebellion, after he was indoctrinated in Xand’ar’s true doctrine.

The prince was killed while destroying the emperor’s private ship, and the Empire was no more. The planets of the League formed an new alliance, and called it the Xenon Republic. The government was very much the same as it had been in the League, with one exception. They insisted the Trevan Isar act as symbolic Emperor, though his power in the government was to be fairly nonexistent.

In the year 2366, the Republic petitioned the Federation for membership, not as separate planets, but as a whole. it was a new concept to the Federation, but they sent a diplomatic team to check the situation out. A Starfleet presence was initiated, and eventually the go-ahead was given for the membership to proceed.

It was at this time that the Klingons decided to try diplomacy with the Xenonians. After centuries of hostilities, the Xenonians could not pass up this chance. Just after the peace treaty was signed, the Klingons declared war on the Federation. To prevent a diplomatic incident, the Starfleet presence was asked to leave the Xenon system.

Once the war was over, and it was found that it had been Founders responsible for the war and for peace between Klingon and Xenonians, the three powers allied against the Dominion, though the Xenonian military was not nearly as large as the other two.

During the Dominion War the Xenonian detachments fought bravely beside the Klingons and Federation. The Breen destroyed nearly an entire fleet of Xenonian ships with their energy dampening weapon, though several got away in the mobile fleet yard Ve’naris. Unfortunately, they were unable to get a message to Starfleet in time to prevent them from losing a fleet at Chintoka.

After the Dominion War, the Xenonians were instrumental in helping to rebuild Cardassia and the Federation. In 2377, the Xenonian Republic joined the Federation, and the High Guard was mostly absorbed into Starfleet.
