Galaxy TNG Season 1
- Federation Council passes 'Emergency Powers Act' to limit the powers of Starship Commanders and lessen the Federations vulnerability to accusations of ‘out of control’ officers. Federation Liaison Corps is founded and absorbs former Diplomatic Corps functions, effectively not only acting on a check of Starfleet powers, but putting Diplomatic functions under the Fleet in a surprise ‘check and balance’ situation.
- During his 5 year voyage on the USS Vel'dna, Captain M'Kantu again made contact with a group of warring cultures, and, lacking the time for a Diplomatic Service Team to arrive, took independent action to negotiate a cease-fire and lay the groundwork for the peace treaty and trade agreements that the cultures ultimately signed, clearing the way for a new pipeline of dilithium crystals to be opened up to the Federation, earning the UFP Council Diplomatic Shield, 2nd Class.

The general opinion shows that the public identifies a cyborg more with the Borg than it does with any other species.

Basically, the idea is to get the 1701-E as far from public scrutiny as possible, on what the admiralty figures is a harmless, do-nothing assignment. The 1701-E crew travels far from the Federation's core systems to find a world destroyed... but its people survive in colonies throughout its asteroid belt. They ultimately expose a conspiracy by disguised Satarran agents to undermine the terraforming project for their own purposes. So the 1701-E's "do nothing" mission turns out to have been critical to the survival of an alien people and civilization. But unlike in years past, this time there are no accolades for our heroes, who remain on the outs with the Starfleet brass [TNG: "A Time to Harvest"].
