For'kel Arvelion was born to parents Le'lei and Cor'dat Arvelion on the New Al'klei'sh colony. He attended general schools and was a prodigy in Strategy and combative engineering. When he was 15 he enrolled in the Stagnorian Ranger's Academy and graduated at the age of 18.
After the Academy he completed the equivalent to graduate education on Al'klei'sh, earning a Specialty in Mechanical Engineering as well as sub-specialties in Chemical and xeno-engineering.
Under the Avalon treaty signed between the Federation and most of the recognized Stagnorian Colonies, personnel exchanges are permitted, to be facilitated by cultural immersion and familiarization programs. For'kel was one of the first to volunteer for duty with the Federation.
Ensign Arvelion served in the Ranger Division until 2378, until he requested a transfer to Engineering, at which time he was granted a commission and made an Ensign.
In 2376, Arvelion was promoted to Lieutenant, JG.
In 2380, For'kel transferred to the 101st SFMC Battalion as a Combat Engineer, and promoted to the rank of Lieutenant.
In 2382, Lieutenant Arvelion was promoted to the position of Battalion Executive Officer of the 101st.
Shortly thereafter, he was promoted to Major and Commanding Officer of the 101st.
In 2383, For'kel was promoted to Colonel and Sector Command of the 101st, operating out of Starbase Atlantis.
In July 2384, upon the re-assignment of the USS Miranda to a special taskforce, Colonel Arvelion was transferred to the frontlines at the Hydran border to command a special operations unit deployed to the USS Galaxy.
That said, he exhibits many of the traits Stagnorians have become known for, including a strong ethical and moral philosophy, ingenuity, and dedication. Many of these qualities were passed on by his parents, life-long professional colonists.

The Stagnorian race... a combination of trill spots, Bajoran ridges, and Vulcan ears have 62 colonies in the Alpha Quadrant under protection of 250 vessels and 75 stations which make up the Alpha Quadrant Defense Force (AQDF).
Originally from the Delta Quadrant, they are an extremely advanced species in terms of technology, necessity by proximity to the Borg driving much of their advancement and subsequent 'expansion' through the Confederation of Allied Worlds (CAW), which is, in terms of practice, similar to the Federation.
Colonies in the Alpha Quadrant have just been recently established, with the Stagnorian presence totaling approximately 12 years thus far. For'kel's family was part of the first wave of Stagnorian colonists.
