As Locutus, he takes part in the attack on Starfleet at Wolf-359 as a Borg Cube invades Sector 001 of the Alpha Quadrant The Federation responded by mobilising every Starship which could reach the battle zone in time, and a fleet of forty starships under Admiral Hanson met the Borg at the Wolf 359 system. The result was a total catostrophe; thirty nine of the forty ships where destroyed with the loss of some eleven thousand personnel and the Borg cube proceeded undamaged. Initially much blame for this defeat was placed on Admiral Hanson, but over time it has become clear that there was little he could have done. The Borg had succeeded in capturing and assimilating Captain Picard prior to the battle, and had thus gained knowledge of Starfleet's capabilities and combat tactics. In any case, the Borg cube untimately proved simply too powerful for the forces arrayed against it. Although subsequent battles have been fought on a far grander scale with far larger forces, Wolf 359 came at a time when the Federation had not fought a major fleet action for decades. Large scale war was widely considered to be a thing of the past, and losses on this scale had not occurred in living memory. The psychological impact of the tragedy, followed by the imminent prospect of loosing Earth itself to the invaders, was at least as great as any since.

- The geopolitical structure of Earth in the year 2368 consists of the United Nations as the main governing body located in Geneva, Switzerland, Europa Sector. It has jurisdiction over all planetary affairs, to mediate conflicts between separate sectors, to negotiate treaties, and to elect U.F.P. delegates. The U.N. also possesses no armies. Secondary governing bodies of Earth span 7 independent sectors: Europa Sector (Europe, Balkan States), Asian Sector (Russian Free States, China), Afrika Sector (African Continent, Madagascar), Arabic Sector (Arabian Peninsula, North-East Africa), Pacifica Sector (Pacific Rim, Australia), Canam Sector (North America), and the Southern States Sector (South America, Antartica). The secondary governing bodies have jurisdiction over trade and commerce, Human services, and prison systems. None possess armies. Tertiary governing bodies consist of 128 countries and have jurisdiction over laws, taxation, and monitary systems. Tertiary bodies possess localized peacekeeping forces [Federation Technological Survey 2150 to 2370, Vol. 1].
- New Aberdeen Naval Yards submits an idea to use the currently existing "Galaxy" class saucer frames from the halted construction on ships 10 and 11 of that class. The concept is validated on mission simulators and New Aberdeen Yards is selected as the prime contractor for the "Qapla" class starship. Frame design and software architecture pass design review 0, and before the year's end design review 1. Carry-overs from the "Galaxy" class project, hull materials, computer core, and SIF/IDF designs will proceed rapidly.
