Federation awards can be presented to any member, protectorate, ally of the Federation or other being(s) deemed deserving (including Starfleet personnel).

Federation awards may be granted to ambassadors, civilians, specialists, NPCs, etc., as well as Starfleet officers and crew.

These decorations are worn on formal dress uniforms. If a medal is awarded more than once, it is decorated with a design of metal leaves, called a cluster.
